Millions of commuters across England are beginning to benefit from a landmark freeze on rail fares.

Prime Minister Keir Starmer said: "Affordable, reliable transport links are the gateway to jobs, school, and opportunities. So it’s not right that passengers are being priced out of the routes they should rely on because of endless hikes. This freeze – the first since the 90s – will put more money in working people’s pockets."
To fund improvements and maintain the freeze, the government is introducing new measures to combat fare dodging. These actions are expected to save approximately £40 million annually. Part of this strategy involves changing ticket refund terms.
Starting on 1 April, passengers will only be able to claim refunds for unused tickets before their scheduled travel. Rail Minister Lord Peter Hendy noted that deliberate fare dodging drains revenue and undercuts trust. He stated that stamping out fraud ensures money stays within the railway to benefit honest passengers.
The fare freeze is a key component of the plan to create Great British Railways (GBR). This new publicly owned company will manage both tracks and trains. The goal is to end years of fragmentation and provide a "one-stop shop" for tickets via a new website and app.
Transport Secretary Heidi Alexander added: "As we bring the train operating companies into public ownership, and set up Great British Railways, we are determined to build an affordable railway that the public can be proud of and rely on."
