Liverpool City Council is preparing to take a significant step in tackling the local housing shortage. At a Cabinet meeting scheduled for Tuesday 24 February 2026, members will review two major schemes designed to enhance the city's supply of high-quality, stable accommodation.

The local authority is moving forward with plans to unlock small derelict sites for up to 400 affordable homes and return 52 long-term vacant houses to the city's habitable stock.

Unlocking small sites for Liverpool affordable housing proposals

The centrepiece of the proposals is a comprehensive review of council-owned land. This study has identified a series of small, vacant, or derelict plots that have the potential to deliver 400 affordable homes over the next two to three years.

Supporting vulnerable residents

The Small Sites plan focuses on providing housing for residents with the greatest needs. This includes:

Care leavers transitioning to independence.

Adults requiring ongoing support.

Households currently in temporary accommodation.

Sites in the Liverpool 8 area, including Ducie Street and Rosebery Street, are included in the plan to accelerate regeneration in wards affected by historic neglect. Early community engagement has already begun to ensure development plans reflect local priorities.

Returning 52 empty homes to use

Cabinet will also consider the sale of 52 properties that have stood empty for several years. These houses, located in wards such as Everton, Toxteth, and Edge Hill, require significant investment to meet modern living standards.

Strict conditions for refurbishment

  • To ensure these homes benefit the local community, the council is set to approve their sale to a preferred bidder under strict conditions. These include:
  • Prohibiting the use of properties as Houses in Multiple Occupation (HMOs) or short-term lets.
  • Ensuring 15 homes are reserved for residents on the housing list needing urgent temporary accommodation.
  • Ensuring the remaining houses are used for family housing through a mix of private rent and owner-occupation.

Cllr Hetty Wood, Cabinet Member for Housing, said: “Every home we create or restore is another family with the security, dignity and stability they deserve, and I’m proud that Liverpool is taking bold, practical action to meet that need.”

Cllr Nick Small, Member for Growth and Economy, added: “Bringing them back into use is vital for our communities and for meeting the growing demand for housing. This approach ensures that responsible organisations can invest in these homes, creating safe, high-quality accommodation for families while improving the wider neighbourhoods.”
