WHO: Home Office, Home Secretary Shabana Mahmood, and Foreign Secretary Yvette Cooper.

WHAT: Expansion of the British National (Overseas) visa route for adult children.

WHERE: Across the UK.

WHEN: 9 February 2026.

WHY: To honour historic commitments amid the deterioration of rights and freedoms in Hong Kong.

Thousands more families will benefit as the UK Hong Kong visa expansion provides new safe and legal routes for resettlement.

Thousands of Hong Kongers can now build new lives in Britain following a major expansion of resettlement rules. The government has updated the British National (Overseas) route to include adult children of status holders. Partners and children of these applicants will also be eligible to move to the country under the new criteria.

New eligibility for UK Hong Kong visa expansion

Previously, some young people were excluded from the route because of their age at the time of the handover. This update closes an eligibility gap that often led to "unfair outcomes within families." It is estimated that 26,000 more people will arrive across the UK over the next five years.

Home Secretary Shabana Mahmood said: "This country will always honour its historic commitment to the people of Hong Kong." She added that while the government must "restore order and control" to borders, the UK will welcome those in need. Since 2021, almost 170,000 Hong Kongers have already moved to the nation through this scheme.

Permanent settlement and humanitarian protection

Foreign Secretary Yvette Cooper noted that support for the territory remains "steadfast" despite the continued erosion of local freedoms. She said: "we are ensuring that young people who missed out on resettlement protection because of their age will now be covered." Hong Kongers will also retain a unique five-year pathway to permanent UK settlement.

Impact on the nation and local services

New arrivals will contribute to local economies and communities across the country as they settle into new homes. This expansion follows the sentencing of British citizen Jimmy Lai, which has prompted many to leave the territory. The government will continue to engage with the Chinese government on acute concerns regarding rights and freedoms.

Restoring order to safe and legal routes

The changes are part of broader reforms to the asylum system to create capped humanitarian routes. These routes aim to provide alternatives to dangerous crossings once order is restored to the borders. The UK has also recently supported thousands of people fleeing conflicts in Ukraine and Afghanistan.
