A 47-year-old man from Warrington has been sentenced to more than 10 years in prison after a police investigation uncovered a plan to abuse a child.
Lee Norman, of Orford Avenue, appeared at Liverpool Crown Court on 5 March 2026. He was sentenced to 10 years and eight months in prison and ordered to sign the Sex Offenders’ Register. He was also issued with a Sexual Harm Prevention Order (SHPO).
The case began after police received intelligence that a Kik account had uploaded indecent images of children. Enquiries linked the account to Norman’s address. On 15 April 2025, the Online Child Abuse Investigation Team (OCAIT) executed a warrant at his home, seizing several electronic devices.
Forensic examination of the devices revealed 141 indecent images and videos of children, along with 15 images and videos of extreme pornography. Norman was arrested at his workplace and initially released on bail.
The court heard that Norman continued to offend while on police bail. He engaged with an online decoy operated by the Northwest Regional Organised Crime Unit, believing the individual had access to a 12-year-old girl.
Norman arranged to meet at Burtonwood Service Station in Warrington with the intent to sexually abuse the child. Instead, he was met by plain-clothed officers from Cheshire’s online child abuse team and immediately arrested.
Sentencing and Police Statement Norman previously pleaded guilty to:
Detective Constable Rachel Owen described Norman as an "incredibly dangerous individual."
She said: “Norman was intent on offending and his behaviour only escalated, even when he was on police bail. His sentence reflects the severity of his actions and the risk he poses to the public. We want to make it clear that online child abuse material is not a victimless crime. There are real, innocent children that are forced to endure obscene acts of violence.”
