However, over 77% of councils cited financial constraints as the biggest barrier to their progress.
The LGA warned that access to infrastructure alone is not enough for residents to thrive.
Councils are calling for a national approach to ensure no one is left behind in the economy.
Cllr Dan Swords said: "Digital inclusion is fundamental to unlocking inclusive growth."
He added: "Councils are doing everything they can to support residents, but they cannot do this alone."
Many councils already provide public Wi-Fi and one-to-one mentoring in community hubs and libraries.
Research shows that 56% of councils now have staff dedicated specifically to improving digital skills.
Cllr Dan Swords stated: "Sustainable digital infrastructure and equal opportunity for residents to thrive online are essential."
Currently, only 24% of councils have elected members with digital inclusion specifically in their portfolios.
