A Hampshire workplace injury prosecution has concluded with a nominal fine. This follows a severe incident. A 24-year-old worker suffered life-changing injuries. Both of his lower legs required amputation.

Hampshire Workplace Injury Prosecution Leads to Court Action

R W Waste Limited, a company based in Hampshire, faced prosecution. This followed a serious incident at its Shedfield yard.

On 7 November 2023, a 24-year-old man was working. He was sorting waste. A 15-tonne excavator reversed over him.

The incident resulted in devastating injuries. Both of Mr Parrott’s lower legs were later amputated. He has been unable to return to work since.

The Health and Safety Executive (HSE) investigated. The HSE is Britain’s national regulator for workplace health and safety. It aims to protect people and places.

The investigation uncovered significant safety failures. R W Waste Limited failed to protect workers. They also failed to protect other site visitors.

The company had no suitable arrangements. These would have kept pedestrians safe. Vehicles were moving around the yard.

Safety Breaches Result in Life-Changing Outcomes

Health and safety legislation mandates safe workplaces. Pedestrians and vehicles must circulate safely.

Employers must consider additional precautions. These are crucial where large vehicles reverse. HSE guidance clearly states most such accidents are avoidable. Simple precautions can prevent them.

HSE Inspector Nicola Pinckney commented on the severe outcome. "The failures of this company has left a young man with truly life-changing injuries," she stated. "He has not been able to work since."

Ms Pinckney also highlighted a broader issue. "Unfortunately, this type of accident is sadly not uncommon in this industry," she added.

Following HSE enforcement action, the company introduced new measures. These significantly reduce the risk of similar incidents.

R W Waste Limited pleaded guilty to breaches. These fell under the Health and Safety at Work etc. Act 1974. Specifically, they breached Section 2(1) and Section 3(1) of the Act.

Southampton Magistrates’ Court heard the case. This was on 16 April 2026.

The court determined a potential fine. It would have been £180,000 after a trial. This was reduced to £120,000 due to the guilty plea.

However, the company was in liquidation. It was unable to pay the fine. A nominal fine of £1 was therefore ordered.

Ms Pinckney affirmed the regulator's stance. "We take these failures seriously," she stated. "We will hold those to account who fail to keep their workers and other people safe."
