The Department for Science, Innovation and Technology has confirmed a £180 million investment in the National Timing Centre (NTC).
This programme aims to strengthen the UK's digital infrastructure by reducing dependence on Global Navigation Satellite Systems (GNSS). Currently, vital services such as online banking, mobile phone networks, and emergency service co-ordination rely on these space-based signals.
The new funding will establish a terrestrial timing network to serve as a high-security backup. Satellite signals are increasingly vulnerable to jamming, technical malfunctions, and deliberate interference. Experts estimate that a 24-hour outage of current timing systems could cost the UK economy approximately £1.4 billion. The NTC will distribute a resilient alternative signal via fibre-optic cables, the internet, and radio waves.
Modern society depends on precision timing for a variety of routine tasks. For instance, 5G mobile stations utilise atomic timing signals to prevent data interference between thousands of devices. Transport networks and financial institutions also require synchronised clocks to process transactions and manage traffic safely.
Recent global events have demonstrated that GNSS signals can be targeted. The new investment will allow the National Physical Laboratory (NPL) to lead the development of ground-based facilities. These will ensure that digital services remain operational even if satellite transmissions are compromised. Two dedicated sites will be utilised to share these resilient signals across the country.
Science Minister Lord Vallance said: "Accurate timekeeping is about more than just keeping the clocks ticking, it is fundamental to keeping the country running - from banking and staying in touch with friends and family through to our emergency services having the information they need."
Beyond infrastructure protection, the £180 million programme is intended to boost the national economy. It will create new opportunities for high-skilled employment in the precision timing sector. The funding supports various educational pathways, including apprenticeships, graduate roles, and PhD-level training.
By building local expertise, the government intends to support British firms in scaling up innovative technologies. This includes exploring new applications for atomic clocks in areas such as advanced radar systems and communication. The NPL is already collaborating with private companies to test these ground-based facilities.
The launch coincides with British Science Week, highlighting the role of technology in national renewal. The project acts as a safety net for national security by diversifying how timing data is transmitted. By removing the single point of failure inherent in satellite-only systems, the UK increases its resilience against external threats.
